In April 1969, Mao Zedong delivered  a speech in the 4th National People's Congress which he believed that "the Ninth" represented a successful and united congress that could achieve greater victories throughout the country.  "Unite to strive for greater success" became a popular slogan of the CPC in the 1970s.
